    Covert collusions had been recognized as the opponent of the competition. This paper illustrates the effectiveness of legalizing or illegalization of the covert collusion. The paper is divided into four sections. The first section entails a literature review for the former researches and studies regarding covert collusions situation in Japan and Egypt. The second section entails data analysis for impact of covert collusion in Egyptian Telecommunication market over the distribution of the market share. The third section entails the entire findings that had been reached after the finalization of the study. The fourth section entails a brief conclusion over the entire paper. The paper will argue that the covert collusion should be il-legalize in Egypt because of its negative impact over the competition, the prices, and the quality of the services.
