Operation Sleeping Dragon was a desperate plan devised by the Japanese High Command to use biological warfare to win World War two before the dropping of the atomic bombs by the United States. The dragon virus which kills within 24 hours of contact, was discovered by Unit 731 which was the Japanese Armys Biological Warfare Section lead by General Ishibashi who carried out terrible medical experiments on live prisoners of war to test the effectiveness of the virus. The plan involved a special team of English speaking Japanese agents who were to carry the dragon virus behind Allied lines in a submarine with orders to release it upon the Allies in major Australian cities in the hope that the resulting pandemic will prevent the Allies from invading Japan and hence win them the war. The submarine is mysteriously lost in the last days of the war off the Australian coast and then is rediscovered in recent times by a research ship Magellan which is searching for oil deposits with its deadly cargo intact.
An Australian intelligence agent Siebert is assigned to the case and along with Colonel Laughton of the US Army's Biological Warfare Division they must race against time to prevent the discoverers of the submarine unwittingly releasing the most deadly virus known to humanity.
