This work is a companion to the series, A STRUCTURE FOR THE STATE DEFENSE FORCE (SIGNAL), although it stands alone without need of the (SIGNAL) book. It discusses the need for a workable yet simple cipher system that will provide the SDF with a suitable degree of security for its message traffic. The codes and ciphers mentioned are very low level, easy to use, yet are effective for the non-classified, sensitive material handled by the SDF. The material discusses the use of pencil and paper ciphers, simple mechanical cipher devices, and several computer generated cipher programs that can be acquired or written by SDF personnel. The basic ideas expressed here have been tested, used, and were found to work. The information provided will serve as a good start point for SDF consideration.
