Government offices take a long time in adopting new technologies. Many offices had not yet started using even typewriters when personal computers became available. The development of Urdu software took still more time. In recent years, more and more Local Governments are using Internet and email service, while some districts have set up their web sites. The trend will continue as awareness of the advantages becomes obvious. However, it will be quite some time before all of more than 100 districts, 350 Tehsils and 6000 Unions have personal computers for all employees and will be making full use of Internet, email and web sites.
A novel plan is given in the book for providing computers to all employees, without causing any major financial and administrative problems. It proposes a win-win situation for Local Governments, employees and suppliers of computers.
The lack of standards and uniform formats creates confusion and inconvenience. For easier access, this study suggests a single web site for all Local Governments, with every Zila, Tehsil and Union in the country having its own pages. The contents of these pages are proposed so that useful material of all types is made available. Templates are given for convenience in designing pages for the web site. Standard format is given for email addresses, after discussing various aspects. Email addresses for all Zila Nazims have been given in the Annex. The email addresses for all Tehsils and Unions may be added on the same pattern.
