    Towards the end of the Vietnam War Janelle Cramer, a college student, Mainline resident and heiress to a huge fortune attends a ball at the Philadelphia Museum of Art. Her date for the ball is Scott Witten, an honor student and football player at the University of Pennsylvania. He is also the heir to a large fortune.

    Following the dance they drive to an area along the Schuylkill river housing rowing clubs. They walk to the riverbank and begin to make love. A group of masked people pounces on them seize Janelle and leave Scott on the riverbank with a skull fracture.

    FBI agents Ben Douglas and Jeff Bauer respond to the scene. As they begin the investigation they find that one of the missing girls’ uncles is a powerful congressman on the House Appropriations committee. Another uncle is Attorney General of Pennsylvania. Her father’s cousin is United States Attorney in Philadelphia. They are told J. Edgar Hoover has a personal interest in the case.

    Janelle wakes up in the basement of a residence held hostage by a group of masked men and women. She is subjected to brutal treatment and forced to right a ransom note to her father. According to the leader of the group the money is to finance the revolution.

    In interviewing Witten and members of his family Douglas, Bauer and Philadelphia Detective Amy King find he had been in a long-term romance with Constance Brinkman, college student and daughter of a wealthy Mainline family. She broke off the romance and now lives in a commune in West Philadelphia with a group of college students. A radical college professor heads the commune. The investigation begins to key on the occupants of the commune. Through interviews and surveillance the agents become convinced the commune dwellers are the kidnappers. Lacking probable cause for a search warrant, Douglas and Bauer put on fire department uniforms and talk a commune resident in allowing them to do a “safety inspection” of the commune building. They find evidence Janelle had been held there but was now gone..

    Professor Emil Tolliver and his muscle, Gerald Wilson a former army explosive expert and recently paroled convict and now college student, became concerned about staying in the commune and moved the hostage to a houseboat in the mouth of a creek leading into the Delaware river. They begin a series of false ransom drops to try and identify FBI and police presence. At the actually ransom drop Janelle’s father throws the ransom of a bluff in Fairmount park into the kidnapper’s hands before agents are in position.

    Constance Brinkman, now aware of what she’s done turns herself in and leads agents to the houseboat. It is empty but they find on the floor a business card for a Lancaster real estate company. They locate the farm where the heavily armed
